How to improve the abundance of gray, nondescript concrete block apartment buildings throughout post-Communist Europe is a bit of an urban planning challenge. Perhaps the most interesting take on them is in Tirana, where now-former mayor Edi Rama - who’s also an artist - instigated a program of repainting blocks with wildly bright colors.
